One side includes boating right-of-way scenarios (crossing, head-on, overtaking, etc.) illustrated in 5 animated lenticular panels. As the ruler is tilted, the images change to demonstrate proper vessel movement in each situation. The reverse side includes detailed whistle signal rules, right-of-way navigation tips, and inland waterway boating guidelines (excluding the Great Lakes and Gulf-bound rivers).
