This lot is a report prepared by Rep. Thomas A. R. Nelson (Opposition Party, Tennessee) and presented to the House of Representatives in the second session of the 36th Congress in 1861 as the Civil War was about to start. The report came from teh Committee on the Judiciary and was to accompany Bill S. No. 86. Specifically, the report was an analysis of the need to increase compensation of district attorneys, marshals, and clerks of the circuit and district courts. The document includes initial analysis along with impact statements from several other government entities.
The report is 15 pages long and was taken from a larger bound volume. The pages are approximately 9″ tall by 5.75″ wide.
